If Vito's a captain now, why is he still on paulie's crew?

A few episodes back, we found out that Vito is a capo/captain now. He should thus have his own crew. But in the latest episode, we see Vito still working on the Esplanade construction site, which is Paulie's crew. We still see Paulie coming by every day, and we still see Vito having to stay on site all day.

How is Vito a captain when this episode makes it look pretty clear that he still works under Paulie, for Paulie's crew?

You would think that if Vito was promoted to Captain that he'd have been taken off Paulie's crew and given his own business to run

Vito became captain of Ralphie's crew. Ralphie was the lead man on the Esplanade project and had the no-show and no-work jobs, some of which were granted to Paulie. (Paulie and Chris were given the no-shows and it seems little Paulie, Benny and Patsy the no-works.) Vito and Eugene, both members of Ralphie's crew were given no-work jobs kept by Ralphie, and continued them after Ralphie "mysteriously" disappeared. Although not clearly defined, Paulie had somewhat stronger standing than Vito at this time due to seniority and a long-standing close relationship with Tony tho they both are captains of thier own crews. Later, as Vito becomes the "top earner", Paulie's pull over him is diminished.
